Their participation plays a major role in the project
While the trend is to merge very small municipalities into municipal communities to pool services, the creation of the Port Grimaud municipality aligns with this approach.
Municipalities benefit from inter-municipal resources like shared facilities, schools, and more. They also jointly manage public services like waste collection and public transportation to better distribute costs and achieve economies of scale.
The creation of the municipality of Port Grimaud would result in the coexistence of two separate municipalities, both grouped within the community of municipalities of the Gulf of Saint-Tropez.
It is preferable for the territory to have two strong, autonomous municipalities with restored relationships, rather than one sprawling municipality with conflicting interests and objectives that create tensions and dysfunction.

These infrastructures, along with a working capital fund, will be transferred by the municipality of Grimaud as part of the detachment operations, which will be approved by the Prefect.
Currently, Port Grimaud generates tax revenues that benefit Grimaud. Once these revenues are allocated to the new municipality of Port Grimaud, it will achieve financial autonomy, ensuring its sustainability without harming Grimaud, which currently transfers surpluses to the state.
No, the process is not costly. It involves a request submitted to the Prefecture.
Some legal fees are required, but they are much lower than the costs associated with ongoing disputes between the municipality of Grimaud and the ASL/ASP of Port Grimaud or its residents.
The creation of the new municipality will put an end to these costly disputes. Specialized firms are assisting with the legal, accounting, and tax aspects of the municipal split.
This project will allow Port Grimaud’s residents to manage the tax revenues from their territory. Currently, they pay around €3.4 million in local taxes to Grimaud without benefiting from contributions to the lakeside city’s costs, even though Grimaud uses some private infrastructures within Port Grimaud.
Moreover, Grimaud is considering imposing nautical roadway fees solely on Port Grimaud residents, despite their local taxes already contributing to Grimaud village’s roads
The costs of implementing the municipal detachment are far outweighed by the fiscal benefits that will return to Port Grimaud’s residents. The attempted misappropriation of Port Grimaud’s assets by Grimaud justifies the municipal split.
Like any municipality, a municipal council will be elected for Port Grimaud. This council will include representatives from Port Grimaud’s residents.
Administrative staff, remunerated by the new municipality, will handle essential services such as civil registry, urban planning, and municipal police.
Currently, Port Grimaud generates €3.8 million in annual tax revenues for the municipality of Grimaud.
Applied solely to the future territory of Port Grimaud, this budget could enable a reduction in local taxes while comfortably supporting the municipality’s responsibilities and missions.
Nothing will change in terms of management. The ASLs will continue to operate with the same management and budget.
The municipal split and the creation of Port Grimaud must follow a strict protocol.
The first crucial step begins in early 2025, requiring the support of one-third of Port Grimaud’s voters registered in Grimaud. This is the major milestone.
Afterward, there will be a one-year waiting period before a second step, during which voters must again show their interest and support for the project.
If all goes well, the municipality of Port Grimaud could be established by 2028.
In a democracy, power rests with the citizens.
The municipal council will give its opinion in 2027, after the 2026 municipal elections.
Ultimately, it will be up to the Prefect to decide on the outcome of the project, following a public inquiry.
The port authority will be managed by the new municipality of Port Grimaud, pending the potential creation of a joint management structure with the ASLs/ASPs.
The municipal split will allow time to carefully consider necessary projects for the water area and the port of Grimaud. This will slow down or cancel large-scale projects that are not desired by the residents.
This approach will also strengthen ties between the port authority and Port Grimaud’s residents.
The split could enable better environmental management based on residents’ wishes.
Port Grimaud would have control over solutions for desilting, modifying breakwaters, construction decisions, and evaluating the environmental impacts of proposed projects.
